Police were quoted by Xinhua as saying that three of the four brothers, namely Lin Hanwen, Lin Hanzhong and Lin Hanlong, were detained early on Monday morning while a fourth, Lin Hanwu, was receiving medical treatment for injuries sustained in the fire. Police said the brothers should shoulder the main responsibility for the blaze because they ran the bar illegally and paid little attention to fire prevention, according to Xinhua. But some nearby residents yesterday (TUES) wondered how the bar could have operated for at least three years without a license. * The Zhongshan municipal government confirmed yesterday afternoon that the casualty number remained unchanged and the 11 patrons were still being treated in hospital. Refusing to disclose any further details, the authority said Guangdong had sent a special group to investigate the fire and would announce any progress. The Zhongshan government said 21 of the 26 people killed in the fire were male and just three of the 11 injured were female, Xinhua reported. The news agency said 16 of the dead had not been identified because most of the victims' identity cards had been burned. * There was no official information released about the victims’ ages but some local papers quoted nearby residents as saying that most of the casualties were students from local schools, including the Tanzhou Middle School and the Tanzhou Technical School. But the information office of Zhongshan municipal government yesterday (Tuesday) said the reports were "not objective" and nobody yet knew the ages of those who died. The Zhongshan Fire Department said it was still trying to determine the direct cause of the fire. * Xinhua reported that more than 100 people were crowed into the 241 square meter bar when the fire broke out and there was no room to move. The state Ministry of Public Security has warned every local government to learn from the incident. Her attempts to call her husband failed so she tried to contact him through a friend about 9:10am Sunday, police said. * Her friend thought she sounded “unusual" on the phone and called around to the villa 20 minutes later and discovered the woman was being held against her will. * Police officers soon arrived and tried to persuade the suspect to give himself up but the man was "uncooperative", the police bureau said. * The bureau said the suspect moved the woman into the kitchen and tried to ignite a gas cylinder when he noticed he was surrounded by police. * The cylinder failed to explode and he stabbed the woman in the neck and throat when she resisted. "The police took the chance to capture the suspect when he went out of the kitchen, but found the woman was already in a pool of blood," police said. * The suspect is believed to have broken into several apartments in the area last week and stolen about 1000 yuan. * The murder has raised serious fears about safety among the villas ’ 6,000 residents, of whom 5,000 are from Hong Kong. * A meeting between owners' representatives and the management company was held yesterday to discuss the security situation on the estate. * Some residents complained there had been a significant decrease in the number of security guards in the complex in the past few years. They urged the property management company to recruit more guards and install more surveillance equipment. * Morning Star Villa said it employed around 200 security guards. But some residents said the company had cut the number from about 300 to around 100 at present, leading to deteriorating security in the area.

China's top information officer pledged on Tuesday to make it more convenient for foreign journalists to cover the country, Xinhua reports. According to State Council Information Office director Cai Wu, the country hopes more international journalists will come to China to cover achievements as well as problems "in an objective manner". About 42 per cent people oppose plans to ensure mobile phone subscribers register for cell services using their real name, a policy set to be introduced on the mainland next year to help clamp down on illegal or spam text messages , according to a survey conducted earlier this month. Fu Hegong was put to death on Tuesday in Beijing after being convicted in September of murder, rape, molestation and theft. In October 2004, Fu smothered and raped a Beijing kindergarten teacher with a quilt and fatally beat the 5-year-old boy with a fire extinguisher after being spotted sneaking into the kindergarten. NORTH/NORTHEAST JILIN - Jilin police are still trying to track down the hackers who attacked the Jilin municipal government website, Xinhua reports. The attack on Saturday forced the website to be shut down. After a half-day's re-open, the website closed again on Tuesday without giving clear reason. Police said they have investigated the stories about needle attacks and found them to be baseless. The two suspects have been detained on charges of disturbing social order. CENTRAL/SOUTH GUANGDONG – A rat is believed to have attacked a one-year-old baby in Shenzhen last week, leaving more than 20 bite wounds on the child’s head chest and arms, the Southern Metropolis Daily reports. The infant’s mother said rats often appeared in their home and she had tried to kill a 30-cm long rodent with boiling water the day before the attack. She said she suspected the rat attack was in retaliation for the scalding incident and she regretted trying to kill it. GUANGDONG - A 19-year-old Dongguan man stabbed his 9-year-old half-brother to death on Sunday to make his father suffer for not giving him enough attention, the Southern Metropolis Daily reports. HUBEI – At least four people were killed in on Tuesday night in a fire in a seven-storey residential building in Wuhan's Hanzheng Street. Xinhua reports an infant had to be lowered to safety on a rope and two people were taken to hospital after they jumped from the building to escape the blaze. WEST SHAANXI – A heater gas leak killed seven people and sickened 14 others on Tuesday morning in a downtown Yulin apartment in Shaanxi Province, the city's emergency medical center confirmed yesterday (WED). China Daily reports the seven dead - six waiters and a security guard – were all hotel employees who shared one room. Preliminary medical results indicated they died of acute gas poisoning.

BEJING
NGOs get state money for poverty projects
China's non-governmental organizations (NGOs) will, for the first time, receive funding directly from the state to help the poor, China Daily reports. The nation's top poverty relief office and its Jiangxi branch announced they would
allocate 11 million yuan to NGOs for projects in 22 poverty-stricken villages.
It is hoped the new approach will overcome the problems with the existing
poverty alleviation system
such as funding delays and appropriation by government units.
China’s 2005 tax revenue set to rise
China's tax revenues are expected to exceed 3 trillion yuan this year, up more than 15 per cent over last year's 2.6 trillion yuan, Xinhua reports.
About 2.89 trillion yuan flowed into the central government’s coffers in the first 11 months of the year,
up 18.5 per cent over the same time in 2004. Total government expenditure in the past 11 months stood at 2.5 trillion yuan, up 17.3 per cent.

A Guangzhou subway chief’s
unprecedented policy
of giving free passage on the system to staff relatives to help the cope with
the aftermath of a terrorist attack
has
backfired,
generating an outpouring of public and media criticism.

At a price hearing on Tuesday, Guangzhou subway head Lu Guanglin said he came up with the idea of
giving unlimited metro access two relatives of each staff member out of “the need to counter terrorism
”, the Guangzhou-based Information Times reported.

"As is well known to all, international terrorism is rampant and the subway is the terrorist's favored target. We must strengthen our anti-terrorist efforts in stations, on platforms and in the cars," the newspaper quoted Mr Lu as saying.
"We only have a limited number of employees but we hope there would always be someone who could help with emergency rescues. These employee relatives would
undoubtedly assume the responsibility
[of emergency rescues].”
The subway company did not say how long the policy had been in place.
Mr Lu's remarks have
earned him unsparing ridicule and criticism
from the public and media since then.
"What ridiculous logic. He supposes the public are real fools,"
a contributor
to a Xinhua chatroom said.
"Should airlines offer free trips and hospitals offer free treatment to employee's relatives as counter-terrorist measures?"
Another respondent
said: "How could Guangzhou choose such a fool as the subway chief who doesn’t know how to defend his privileges? He has caused Guangzhou to lose face."
A posting on Guangzhou’s dayoo.com suggested the company should
offer free passed to all citizens
so everybody in the city “could

clamp down on the widespread, unauthorized use of copyrighted songs in the industry.
Zhou Qingxin, the director of Guangzhou’s Copyright Bureau, said: "The use of
pirate music disks
and
unauthorized use of MTV products
is still very serious in local karaoke bars now."
Mr Zhou said the new system could effectively protect the copyright of audiovisual products used by karaoke operators, safeguard the operators against accusation from disc producers, as well as to create a good image for the city.
Municipal authorities said the idea was a first for China and that
if the system worked well in Guangzhou, it may be rolled out throughout the rest of the province.
But they did not say whether the karaoke operators would be required to join the system or could sign up voluntarily.
Authorities were also unable to say exactly when the system would be implemented and what fees would be charged.
"What I can say is that we will implement the system in
experimental areas
in the city within next year," Zhou Xianhua, vice chief director of Guangzhou’s Copyright Bureau, said.
Mr Zhou said it was hoped could be in place across the city before the Asian Games in 2010.
"We are still doing research on charging models and standards," he said.
The plan was warmly welcomed by producers of the audiovisual products but
less eagerly embraced by
karaoke bar operators.
"We really look forward to the introduction of the system because it may help reduces our losses from
copyright infringements
," said Li Xianmin, vice chief of the Dealer Association of the Guangdong Audiovisual Sector.
Hong Kong movie producer Raymond Wong Bak-Ming also said he strongly supported the plan.
But the manager of a Guangzhou karaoke chain said the scheme would heavily increase the cost of karaoke and hurt the industry.
"They (the government) even didn't tell us about the plan until we read about it in the newspaper," the manager said.
"I think they should hear our opinions and ask for our suggestions before introducing the system."
Lian Guangsheng, secretary-general of Guangzhou Association of Culture and Entertainment, also said it would be premature to implement such a system now because
many disputes over copyright were still uncertain under existing law.
Guangzhou has about 1000 karaoke bars and many use pirated disks.

New airport opening soon

. As Xinhua reports, 98 pandas are living at the Wolong center in Sichuan and by 2008, their population is expected to reach 300. Local forestry chiefs say they will be able to set free some of the pandas as their number increase.
Life in jail for mine chief
GUIZHOU – The province’s supreme court recently
sentenced Zhunyi County coal chief Zhao Dawu to life behind bars
for accepting 4.35 million yuan
in bribes
from 1999 to 2003. As the Guizhou Metropolis News reports on Sunday,
the situation was labeled the top corruption case in China’s coal mine industry

老王在树下休息,老李走过来对他说:“嗨,为什么不去上山砍柴?”
老王说:“砍柴干什么?”
老李说:“好卖钱啊。卖到钱就可以买驴,再沿家挨户卖柴。挣了钱就再买卡车,然后买木厂卖木器,再买更多的卡车,那样就可以发大财了。”
老王问:“发了财干什么?”
老李答:“发了财就可以逍遥自在地享清福嘛。”
老王说:“那你以为我现在在干什么?”
