Progressive elaboration means developing in steps, and continuing by increments. Progressive elaboration of a project's specifications needs to be carefully coordinated with proper project scope definition, particularly if the project is performed under contract. I should understand the two examples, Development of a chemical processing plant and The product of an economic development project . I have already read some pages of this book. I thought that the problem is not I can not understand what it said,the problem is sometimes I can not understand english.aha,This is main peoblem,I have to study hard for that.
